This is an FEA unit. The two knob control looks unusual as they were not used after 1937. It could be a replacement used as nothing else was conveniently available. There isn't any official FEA wiring diagrams or manuals on this site, but the wiring should be the same as the CH unit:

Installed new Supco R081-115 relay. Comp ran for about 2 min.-off on O/L. Drawing 4-1/2 - 5 Amp. Ohm comp.(see pict)1-2 = 6 ohm, 1-3 = 19 ohm, 2-3 =23 ohm. Relay too small? What next? Is there a manual on checking/charging/replacing refrigerant? Installed new cond. fan - blowing away from comp. thru coil -normal? Any help would be appreciated.

#1 is Common, 2 is Run and 3 is Start according to the resistances you posted. Looks like the new relay is wired wrong if black is common and red is run.

I am assuming the red, white and black wires are the leads connected to the RO81. If so put black on 1, red on 2, and white on terminal 3.

Put black on 1 red on 2 white on 3. Drawing 4 amp. comp running hot, no cooling trips on O/L after 4 min.

That should have worked. You need to check the amp draw of the start winding. Put the amp meter on the white start wire to terminal 3 then plug it in. There should be amps going through this wire only when starting. After it starts there should be no measurable amp draw through the start winding. Check this and let us know what you get.

Is the condenser fan running full speed? Also take a flashlight and look into the condenser fins to check for dust blockage.
